In the late 1960s and early 1970s, information on psychic research in some countries, such as the Soviet Union, was not well documented and based mostly on rumours and innuendo. Not wanting to take an chance the Russians were conducting their own psychic espionage program, the American Government implemented Project Stargate.
The US Government and Psychic Research
Despite the questionable origin of much of this data, the CIA and the American military intelligence community decided that psychic phenomena were worth investigating. Various programs were approved and funded on a year to year basis. They were also required to report on a semi-annual basis to special committees in both the Senate and the House of Representatives. It was also a common practice for the clairvoyants not to be told about the results of their work. It was believed that if the clairvoyants were told that they had predicted wrongly, they would lose confidence in their abilities.
The Stargate Program
The Stargate Project developed a set of protocols meant to make clairvoyance and out-of-body research more scientific and minimize inaccuracies. As a result, the term “remote viewing” emerged as a short hand reference for this more structured approach to clairvoyant research. The Stargate Project was considered a last resort by the American intelligence community and “viewers” would only be given assignments after all other avenues had been exhausted. At its peak, the Stargate Project is believed to have had as many as 22 viewers and 14 laboratories dedicated to psychic research.
In 1995, control of the Stargate Project was transferred to the CIA, at which point a retrospective analysis of the Stargate Project’s past results was ordered. Mysteriously, on June 30, 1995, the day before this review was set to be presented, the CIA shut down the program.
The Stargate Program's Results
The analysis conducted by Professor Jessica Utts revealed that even though many of the reports filed by the Stargate Project clairvoyants contained much useless and irrelevant information, the more gifted participants in the program were predicting correctly at a 5% to 15% rate above chance. This meant that the Stargate Project was, in fact, producing concrete useable intelligence information. Like any intelligence gathering operation, it was just a matter of knowing how to interpret and use the information.
According to the book, The Ultimate Time Machine, by program participant Joseph McMoneagle, there were numerous instances of precognition over the course of the Stargate Project’s 25-year history. In addition to correctly predicting the launch date a of Soviet submarine four months in advance, late in 1979, Stargate Project clairvoyants also foresaw the attack on the USS Stark in August, 1987. The attack on the USS Stark is regarded as a significant moment in the operational history of the Stargate Project, not only for the close proximity between the prediction and the actual event, just three days, but also for the highly accurate 30 page report that was filed after the prediction was made.
Another compelling case of precognition had its origins in the 1970s. In the early 70s, the notorious serial killer David Berkowitz was wreaking havoc in New York City. The Stargate Project was in its infancy when one of the viewers accurately predicted Berkowitz’s reign of terror. Twenty years after he was released due to lack of evidence. Berkowitz admitted to the killings and gave a confession that almost exactly matched the prediction made 20 years before. Before the case could be reopened, the FBI intervened. Today, this case is marked as classified and remains sealed.
